Police, Fire, and the Emergency Command Structure
Every community needs a structure in place to allow everyone to get the
protection and assistance they need in times of emergency and hardship.
Mathias Island at Fortune Bay has taken this responsibility very
seriously and will bring personal security to a new level. We intend to
make this community the safest community in California.
POLICE
Police stations will be positioned throughout the community and will
utilize the tunnel system to travel from one area to the next as
required. Police will patrol the waterways enforcing boating statutes
and regulations. A shift between uniformed and plain-clothes police
officers will walk beats randomly in every community.
Bicycle patrols will be employed where they can be used to the greatest
effect. All building areas will have security located onsite.
EMERGENCY COMMAND CENTER (ECC)
The main focal point for all emergency services will be administered
through the ECC. A central administration and dispatch facility will
be located at the ECC in the basement of one of the buildings or
Transportation Center. This facility will coordinate all Police, Fire,
and Rescue, in conjunction with the local Emergency Dispatch Offices
(EDO).
It was learned during the attacks of 9/11 that communication between
services and even between units in the same service was a weak point.
No such weakness will exist in Mathias Island. All services will
communicate via radio to their assigned EDO, and the EDO’s will
communicate via hard line to the ECC. The commands for all services
will be collocated for ease of inter-service sharing of operational
intelligence and all direction received from the ECC.
COMMAND AND CONTROL
Fire, Rescue, and Police units will work as one unit, with primary
dispatch and command located in a local Emergency Dispatch Office (EDO).
The EDO will receive situation updates from subsidiary commands, data
from fire and smoke sensors, home and business alarm systems, traffic
sensors, CCTV cameras, and other remote sensors. Further, similar
functions will be performed by several local Emergency Dispatch Offices
(EDO), but constrained to their areas of responsibility. Putting
authority into a central location that can put needed resources on a
problem reduces the communication issue between multiple organizations.
FIRE AND RESCUE
With restrictions on modes of travel throughout the development, fire
and emergency medical services require special consideration. Some of
the risks of not being able to move heavy fire equipment into some areas
of the development can be mitigated through engineering and selecting
fire resistant materials. Providing a state-of-the-art fire detection
and suppression system provides the best chance to mitigate the serious
fire occurring and this can be accomplished through the use of sensors
that make the first response to a fire condition automated.
Emergency medical response units and caches of fire fighting equipment
will be positioned throughout the development for rapid access by fire
fighting teams, as well as boats to take large numbers of fire teams
anywhere in the community within a couple of minutes.
Because a major feature of the Mathias Island development is the water
that makes up Fortune Bay, water should never be at a shortage.
In addition to man-portable fire equipment, fire hydrants will be
positioned so as to provide high-pressure water to cover fire
suppression needs throughout the development. Pumps will be employed
as required to pressurize the system, and the water source will be
controlled from the local EDO.
PUBLIC SECURITY
In addition to a large, very visible police force and supplementing the
rapid deployment of that force, Mathias Island at Fortune Bay will also
take a cue from the Las Vegas casinos and will employ an extensive
public surveillance system to ensure public safety. As stated earlier,
Mathias Island at Fortune Bay takes the responsibility for everyone’s
personal security inside our community very seriously.
